VIOLACIONES
- Se introdujo una modificación estatutaria sin las previsiones que esto amerita al llevar un mandato de dos (2) años de Presidente Interino del Señor Marius Vizer, 2007-2009, a seis (6) años del 2007 al 2013.
- Luego del informe del Presidente de la Unión Panamericana de Judo, Ingeniero Jaime Casanova Martínez, se le dio al cabida al Señor Luís Chevez, Presidente de la Federación Salvadoreña de Judo para presentar un reporte sin estar consignado en el orden del día y acto seguido hicieron uso de la palabra los señores Gabriel Goldschmied de la Federación Mexicana de Judo, Fernando Ibáñez de la Ecuatoriana de Judo, Guillermo Sánchez de la Costarricense de Judo, Ignacio Aloise de la Uruguaya de Judo para desconocer ampliamente el orden del día previamente establecido.
- El presidente de la Federación Internacional de Judo, Marius Vizer, sometió a la aprobación de los asambleístas lo siguiente:
- Participación del señor Ernesto Arce como presidente de la Federación Panameña de Judo, lo que fue aprobado, en contraposición con lo expresado por el Congreso Ordinario de la Unión Panamericana e Judo, efectuado en Maracaibo, Venezuela el pasado 28 de noviembre 2006 donde de manera unánime otorgo esa representación al Licenciado Miguel Roberto Vanegas.
- Activar como delegado de Puerto Rico al Sr. Jorge Armada en desconocimiento de lo acordado en el Congreso Ordinario de la Unión Panamericana de Judo, efectuado en Maracaibo, Venezuela el pasado 28 de Noviembre 2006 y la reunión del Comité Director de la Unión Panamericana de Judo efectuada en Islas Cayman el pasado 10 y 11 de febrero 2007.
Ambos puntos a y b son ilegales plantearlos en el Congreso Ordinario pues están en contraposición con los estatutos vigentes de la Federación Internacional de Judo en el Articulo 8.5
8.5 El congreso solo conocerá únicamente los puntos incluidos en la agenda.
Reglamento Administrativo del Artículo 8, Párrafo 7
El orden de discusión de los puntos arriba indicados será el mismo orden del Artículo 8, Párrafo 7.
No se podrán tratar asuntos, ni se aceptarán resoluciones para debatir que no figuren en la Agenda del Congreso, con la excepción de lo estipulado en el Artículo 8 de los estatutos.
Los asuntos del Comité Ejecutivo consideren urgente y que hayan llegado después de la elaboración de la Agenda podrán ser sometidos al Congreso.
No era posible someter al Congreso Ordinario los casos de Panamá y Puerto Rico puesto que el Secretario General NO INTRODUJO al Congreso ninguna controversia en la Comisión de Credenciales como lo estipula el artículo 8.13.
8.13 La verificación de las credenciales y de los poderes la llevara a cabo antes de la apertura del congreso un comité compuesto por los Vicepresidentes, el Secretario General y el Tesorero General. En caso de controversia el Secretario General someterá el asunto al Congreso.
Una pregunta importante: ¿Podían estar el Secretario y el Tesorero General en esa reunión de la Comisión de Credenciales cuando ambos eran candidatos a la reelección, JUEZ Y PARTE?
Y en el caso específico Federación Panameña de Judo, se violo legalmente el Articulo 3.- Afiliación.
Artículo 3.- AFILIACION.
3.1 Cada país estará representado en su Unión Continental solamente por una Federación.
3.2 Si dos o más federaciones de un mismo país reclaman dicha representación, esta se concederá a la federación reconocida por su Comité Olímpico Nacional o por la organización deportiva más relevante de su país. En su defecto, la representación se otorga a aquella federación reconocida valida como Federación Nacional por su Unión Continental.
Veamos lo que estipula el articulo 22 – Expulsión – Dimisión – Suspensión en el 22.6
22.6 cualquier medida tomada por una Unión Continental contra una de su federación miembros, salvo la expulsión, deberá conllevar al reconocimiento de esta acción por la FIJ.
Estas consideraciones se hacen de acuerdo a los estatutos de la FIJ sin tener en cuenta lo concerniente a los de la Unión Panamericana de Judo.
Seguiremos con las violaciones del Señor Marius Vizer, Presidente Interino de la Federación Internacional de Judo para el periodo 2007-2009 y es una lástima que no podamos referirnos a lo actuado anti-democraticamente por este individuo en el Congreso Ordinario y las presiones de sus guardaespaldas en contra del anterior Tesorero General de la FIJ en ingeniero Edgar Claure.

VIOLATIONS
1.- This is a change in status without the forecasts that it is good to have a mandate of two (2) years from President Interino del Senor Marius Vizer, 2007-2009, for six (6) years from 2007 to 2013.
2.- The message from the President of the Pan American Union of Judo, Ingeniero Jaime Casanova Martínez, speaks to the head of Señor Luís Chevez, President of the Salvadoran Federation of Judo to present a report without it being recorded in the order of the day and act to follow the use of the speech of the señores Gabriel Goldschmied of the Federación Mexicana de Judo, Fernando Ibáñez de la Ecuatoriana de Judo, Guillermo Sánchez de la Costarricense de Judo, Ignacio Aloise de la Uruguaya de Judo to fully understand it Order of the day is established in advance.

5.- Activate as delegate from Puerto Rico by Sr. Jorge Armada in recognition of the agreement in the Ordinary Congress of the Pan American Judo Union, held in Maracaibo, Venezuela on November 28, 2006 and the meeting of the Committee Director of the Pan American Judo Union held on Cayman Islands on 10 and 11 by Febrero 2007.
Ambos points a and b are illegal plants in the Ordinary Congress that are in contrast to the current statuses of the International Judo Federation in Article 8.5
8.5 The solo conference will only be recognized at the points included in the agenda.
Administrative regulations of Article 8, Parrafo 7
The order of discussion of the points previously indicated will be the same order of Article 8, Section 7.
We cannot agree to any of these resolutions or accept the resolutions that we do not appear in the Agenda of the Congress, with the exception of those stipulated in Article 8 of the statutes.
The duties of the Executive Committee are considered urgent and have been delayed since the elaboration of the Agenda may be held at the Congress.
It is not possible to have the Ordinary Congress of the cases of Panama and Puerto Rico because the Secretary General does not introduce any controversy in the Commission of Creeds as stipulated in article 8.13.
8.13 The verification of the credentials and the powers of the letter before the opening of the Congress is a committee composed by the Vice-Presidents, the Secretary General and the General Secretary. In the event of controversy, the Secretary General will be dismissed from Congress.
An important message: When we are candidates for re-election, JUEZ Y GO?
In this specific case, the Judo Federation is legally in violation of Article 3.- Affiliation.
Article 3.- AFILIACION.
3.1 Each country is represented in its Continental Union only by a Federación.
3.2 If more than one country’s federation requests representation, this will be granted to the National Olympic Committee or the most relevant sports organization of your country. In its defect, the representation is due to the recognized federation validated as the National Federación by its Continental Union.

22.6 Any member of a Continental Union against a member of its federation, regardless of the expulsion, must confirm the recognition of this action by the IFJ.
These considerations are based on the status of the IJF but are relevant to the Pan-American Judo Union.
We will continue to address the violations committed by Mr. Marius Vizer, Interim President of the International Judo Federation for the period 2007-2009. It is regrettable that we cannot also mention his undemocratic actions at the Ordinary Congress and the pressure exerted by his bodyguards against the former Treasurer General of the IJF, Engineer Edgar Claure.
