VIOLACIONES<\/strong><\/p>\n

    \n
  1. Se introdujo una modificaci\u00f3n estatutaria sin las previsiones que esto amerita al llevar un mandato de dos (2) a\u00f1os de Presidente Interino del Se\u00f1or Marius Vizer, 2007-2009, a seis (6) a\u00f1os del 2007 al 2013.<\/li>\n
  2. Luego del informe del Presidente de la Uni\u00f3n Panamericana de Judo, Ingeniero Jaime Casanova Mart\u00ednez, se le dio al cabida al Se\u00f1or Lu\u00eds Chevez, Presidente de la Federaci\u00f3n Salvadore\u00f1a de Judo para presentar un reporte sin estar consignado en el orden del d\u00eda y acto seguido hicieron uso de la palabra los se\u00f1ores Gabriel Goldschmied de la Federaci\u00f3n Mexicana de Judo, Fernando Ib\u00e1\u00f1ez de la Ecuatoriana de Judo, Guillermo S\u00e1nchez de la Costarricense de Judo, Ignacio Aloise de la Uruguaya de Judo para desconocer ampliamente el orden del d\u00eda previamente establecido.<\/li>\n
  3. El presidente de la Federaci\u00f3n Internacional de Judo, Marius Vizer, someti\u00f3 a la aprobaci\u00f3n de los asamble\u00edstas lo siguiente:<\/li>\n
  4. Participaci\u00f3n del se\u00f1or Ernesto Arce como presidente de la Federaci\u00f3n Paname\u00f1a de Judo, lo que fue aprobado, en contraposici\u00f3n con lo expresado por el Congreso Ordinario de la Uni\u00f3n Panamericana e Judo, efectuado en Maracaibo, Venezuela el pasado 28 de noviembre 2006 donde de manera un\u00e1nime otorgo esa representaci\u00f3n al Licenciado Miguel Roberto Vanegas.<\/li>\n
  5. Activar como delegado de Puerto Rico al Sr. Jorge Armada en desconocimiento de lo acordado en el Congreso Ordinario de la Uni\u00f3n Panamericana de Judo, efectuado en Maracaibo, Venezuela el pasado 28 de Noviembre 2006 y la reuni\u00f3n del Comit\u00e9 Director de la Uni\u00f3n Panamericana de Judo efectuada en Islas Cayman el pasado 10 y 11 de febrero 2007.<\/li>\n<\/ol>\n

    Ambos puntos\u00a0a<\/strong>\u00a0y\u00a0b<\/strong>\u00a0son ilegales plantearlos en el Congreso Ordinario pues est\u00e1n en contraposici\u00f3n con los estatutos vigentes de la Federaci\u00f3n Internacional de Judo en el Articulo 8.5<\/p>\n

    8.5\u00a0\u00a0<\/strong>El congreso solo conocer\u00e1 \u00fanicamente los puntos incluidos en la agenda.<\/strong><\/p>\n

    Reglamento Administrativo del Art\u00edculo 8, P\u00e1rrafo 7<\/strong><\/p>\n

    El orden de discusi\u00f3n de los puntos arriba indicados ser\u00e1 el mismo orden del Art\u00edculo 8, P\u00e1rrafo 7.
    \n<\/strong>No se podr\u00e1n tratar asuntos, ni se aceptar\u00e1n resoluciones para debatir que no figuren en la Agenda del Congreso, con la excepci\u00f3n de lo estipulado en el Art\u00edculo 8 de los estatutos.
    \n<\/strong>Los asuntos del Comit\u00e9 Ejecutivo consideren urgente y que hayan llegado despu\u00e9s de la elaboraci\u00f3n de la Agenda podr\u00e1n ser sometidos al Congreso<\/strong>.<\/p>\n

    No era posible someter al Congreso Ordinario los casos de Panam\u00e1 y Puerto Rico puesto que el Secretario General NO INTRODUJO al Congreso ninguna controversia en la Comisi\u00f3n de Credenciales como lo estipula el art\u00edculo 8.13.<\/p>\n

    8.13\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>La verificaci\u00f3n de las credenciales y de los poderes la llevara a cabo antes de la apertura del congreso un comit\u00e9 compuesto por los Vicepresidentes, el Secretario General y el Tesorero General. En caso de controversia el Secretario General someter\u00e1 el asunto al Congreso.<\/u><\/strong><\/p>\n

    Una pregunta importante: \u00bfPod\u00edan estar el Secretario y el Tesorero General en esa reuni\u00f3n de la Comisi\u00f3n\u00a0 de Credenciales\u00a0 cuando ambos eran candidatos a la reelecci\u00f3n, JUEZ Y PARTE?
    \nY en el caso espec\u00edfico Federaci\u00f3n Paname\u00f1a de Judo, se violo legalmente el Articulo 3.- Afiliaci\u00f3n.<\/p>\n

    \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Art\u00edculo 3.- AFILIACION.\u00a0<\/strong><\/p>\n

    3.1 Cada pa\u00eds estar\u00e1 representado en su Uni\u00f3n Continental solamente por una <\/strong>Federaci\u00f3n.<\/strong><\/p>\n

    3.2\u00a0\u00a0\u00a0\u00a0\u00a0<\/strong>Si dos o m\u00e1s federaciones de un mismo pa\u00eds reclaman dicha representaci\u00f3n, esta se conceder\u00e1 a la federaci\u00f3n reconocida por su Comit\u00e9 Ol\u00edmpico Nacional o por la organizaci\u00f3n deportiva m\u00e1s relevante de su pa\u00eds. En su defecto, la representaci\u00f3n se otorga a aquella federaci\u00f3n reconocida valida como Federaci\u00f3n Nacional por su Uni\u00f3n Continental.<\/strong><\/p>\n

    Veamos lo que estipula el articulo 22 \u2013 Expulsi\u00f3n \u2013 Dimisi\u00f3n \u2013 Suspensi\u00f3n en el 22.6<\/p>\n

    22.6 cualquier medida tomada por una Uni\u00f3n Continental contra una de su federaci\u00f3n miembros, salvo la expulsi\u00f3n, deber\u00e1 conllevar al reconocimiento de esta acci\u00f3n por la FIJ.<\/strong><\/p>\n

    Estas consideraciones se hacen de acuerdo a los estatutos de la FIJ sin tener en cuenta lo concerniente a los de la Uni\u00f3n Panamericana de Judo.<\/p>\n

    Seguiremos con las violaciones del Se\u00f1or Marius Vizer, Presidente Interino de la Federaci\u00f3n Internacional de Judo para el periodo 2007-2009 y es una l\u00e1stima que no podamos referirnos a lo actuado anti-democraticamente por este individuo en el Congreso Ordinario y las presiones de sus guardaespaldas en contra del anterior Tesorero General de la FIJ en ingeniero Edgar Claure.<\/p>\n

    VIOLATIONS<\/p>\n

    1.- This is a change in status without the forecasts that it is good to have a mandate of two (2) years from President Interino del Senor Marius Vizer, 2007-2009, for six (6) years from 2007 to 2013.
    \n2.- The message from the President of the Pan American Union of Judo, Ingeniero Jaime Casanova Mart\u00ednez, speaks to the head of Se\u00f1or Lu\u00eds Chevez, President of the Salvadoran Federation of Judo to present a report without it being recorded in the order of the day and act to follow the use of the speech of the se\u00f1ores Gabriel Goldschmied of the Federaci\u00f3n Mexicana de Judo, Fernando Ib\u00e1\u00f1ez de la Ecuatoriana de Judo, Guillermo S\u00e1nchez de la Costarricense de Judo, Ignacio Aloise de la Uruguaya de Judo to fully understand it Order of the day is established in advance.
    \n3.- The president of the International Judo Federation, Marius Vizer, expressed his approval of the assemblies below:
    \n4.- Participation of Senor Ernesto Arce as president of the Panamanian Judo Federation, which was approved, in contraposition with the expression of the Ordinary Congress of the Pan-American Union and Judo, carried out in Maracaibo, Venezuela on November 28, 2006 by unanimous leadership of this representation of the Licensed Miguel Roberto Vanegas.
    \n5.- Activate as delegate from Puerto Rico by Sr. Jorge Armada in recognition of the agreement in the Ordinary Congress of the Pan American Judo Union, held in Maracaibo, Venezuela on November 28, 2006 and the meeting of the Committee Director of the Pan American Judo Union held on Cayman Islands on 10 and 11 by Febrero 2007.<\/p>\n

    Ambos points a and b are illegal plants in the Ordinary Congress that are in contrast to the current statuses of the International Judo Federation in Article 8.5<\/p>\n

    8.5\u00a0\u00a0The solo conference will only be recognized at the points included in the agenda.<\/p>\n

    Administrative regulations of Article 8, Parrafo 7<\/p>\n

    The order of discussion of the points previously indicated will be the same order of Article 8, Section 7.
    \nWe cannot agree to any of these resolutions or accept the resolutions that we do not appear in the Agenda of the Congress, with the exception of those stipulated in Article 8 of the statutes.
    \nThe duties of the Executive Committee are considered urgent and have been delayed since the elaboration of the Agenda may be held at the Congress.<\/p>\n

    It is not possible to have the Ordinary Congress of the cases of Panama and Puerto Rico because the Secretary General does not introduce any controversy in the Commission of Creeds as stipulated in article 8.13.<\/p>\n

    8.13\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0The verification of the credentials and the powers of the letter before the opening of the Congress is a committee composed by the Vice-Presidents, the Secretary General and the General Secretary. In the event of controversy, the Secretary General will be dismissed from Congress.<\/p>\n

    An important message: When we are candidates for re-election, JUEZ Y GO?
    \nIn this specific case, the Judo Federation is legally in violation of Article 3.- Affiliation.<\/p>\n

    Article 3.- AFILIACION.<\/p>\n

    3.1 Each country is represented in its Continental Union only by a Federaci\u00f3n.<\/p>\n

    3.2\u00a0\u00a0\u00a0\u00a0\u00a0If more than one country’s federation requests representation, this will be granted to the National Olympic Committee or the most relevant sports organization of your country. In its defect, the representation is due to the recognized federation validated as the National Federaci\u00f3n by its Continental Union.<\/p>\n

    See what is stipulated in article 22 \u2013 Expulsion \u2013 Dimission \u2013 Suspension in 22.6<\/p>\n

    22.6 Any member of a Continental Union against a member of its federation, regardless of the expulsion, must confirm the recognition of this action by the IFJ.<\/p>\n

    These considerations are based on the status of the IJF but are relevant to the Pan-American Judo Union.<\/p>\n

    We will continue to address the violations committed by Mr. Marius Vizer, Interim President of the International Judo Federation for the period 2007-2009. It is regrettable that we cannot also mention his undemocratic actions at the Ordinary Congress and the pressure exerted by his bodyguards against the former Treasurer General of the IJF, Engineer Edgar Claure.<\/p>\n
